EU AI Act Published in the Official Journal: Phased Enforcement Countdown Begins

On July 12, 2024, the EU Artificial Intelligence Act was formally published in the Official Journal of the European Union, taking effect on August 1. The world's first comprehensive AI law will apply in phases: some provisions after six months, obligations for general-purpose AI after twelve months, and the bulk of provisions after twenty-four months.

For the language services industry, the timeline to watch includes transparency and technical-documentation duties for general-purpose AI providers (applying from mid-2025) and machine-readable labeling of AI-generated content. How machine translation and AI writing services are offered in the EU market will accordingly gain an explicit compliance dimension.

Corporate responses have begun: LSPs serving EU clients are folding "AI use disclosure" and "human-machine process records" into standard workflows, and language technology vendors are adding content labeling and audit logging to their products. Compliance capability is becoming a new evaluation criterion in language service procurement.

From proposal to entry into force, the EU AI Act took over three years. The principles it establishes — transparency, human oversight, risk tiering — will, through the gravity of the EU market, gradually become the de facto baseline for AI applications worldwide.
