COP29 Baku: Multilingual Negotiation at the 'Finance COP'

The 29th UN Climate Change Conference (COP29) took place in Baku, Azerbaijan, from November 11 to 22, 2024. Dubbed the "finance COP", its core agenda was the New Collective Quantified Goal (NCQG) — how much climate finance developed countries should provide to developing ones each year. The deal eventually landed in the range of $300 billion per year, after negotiations harder than any in recent memory.

Finance negotiations place ultimate precision demands on interpreting: figures, timeframes, the phrasing of funding sources ("provide" versus "mobilize"), the definition of obligated parties ("developed countries" versus "all parties in a position to do so") — every formulation carries enormous sums and political commitments. Any interpretive blur could change the actual meaning of negotiated text.

The conference also posed a special challenge: provisioning for Azerbaijani as the host country's language, and scheduling interpreters for Central Asian language combinations — language services for mega-events always include careful adaptation to the local language ecology.

From Paris to Glasgow, Sharm el-Sheikh, Dubai and now Baku, the annual cycle of climate negotiation remains the supreme proving ground of international conference interpreting.
